Project Title: Design Develop Implement (DDI) Letters and Notices – Quality Assurance


Business Need

MN.IT @ Department of Human Services (DHS)/MNsure is issuing this Request for Offers (RFO) to secure five (5) software Quality Assurance Analyst resources with strong experience testing in large and complex systems development projects. Initially the Quality Assurance Analysts will work on the DDI Letters and Notices project. This project will migrate existing functionality for provider and recipient letters, which are currently generated in the MMIS letters subsystem, to the new technology server platform. This includes provider, managed care and family planning notices. It does not include health care eligibility notices from the METS system. Work will involve requirements gathering, design, development, testing and implementation. Additionally, these software Quality Assurance Analysts are needed for several active, high visibility projects that need to be successfully completed to enable the MMIS technical solution to be deployed and fully operational. The software Quality Assurance Analysts will be responsible for performing all testing activities for DHS Systems Modernization projects such as ISDS, MMIS, and METS as determined by the State's Project Manager. These will include several cross-agency projects with key collaborators from MMIS, MN.IT @ DHS: MNsure (Department of Human Services and MNsure).

 

The successful candidates must have the experience to assume the role of software Quality Assurance Analysts on large and technically complex (new and active) projects which impact current processes, create detailed test plans and test cases, execute test cases for all phases of testing, communicate effectively— both verbally and written—with all resources involved in a project, and accurately report defects in a timely fashion while managing multiple priorities and fostering an environment of team building and coordination.

 

The Quality Assurance Analysts will mentor and support other team resources on MN.IT@DHS: MNsure's established Quality Assurance Best Practices.

 

It is the ongoing commitment of MN.IT@DHS: MMIS to provide technology solutions that are reliable and flexible enough to meet fluctuating customer demands and increasing expectation of 7x24x365 system availability, all while decreasing ongoing support expenses.

 

Project Deliverables

For each project, the resources will be working with the project teams, and will be expected to create or participate in creating:

·         QA Test Strategy

·         QA Test Plan

·         QA Test Cases

·         QA Test Closure (Summary)

·         Defect documentation

·         Requirements Traceability Matrix

·         Other documentation as requested (i.e., meeting notes, documented processes, change requests, status reports)

 

For these projects, the resources will be expected to:

·         Have a complete understanding of MN.IT@DHS QA processes and methodologies, and work within the boundaries of these processes and methodologies.

·         Educate and enforce the use of the QA processes and methodologies within the project teams.

·         Have a complete understanding of all functional and technical requirements and use cases.

·         Have complete understanding of the Design document to ensure the design complements the Requirements.  Approve Design document if asked to perform project QA lead duties.

·         Escalate any challenges to the appropriate resources in a timely manner.

·         Assist in managing the overall scope of the testing effort.

·         Complete required QA documentation in an accurate and timely manner.

·         Receive appropriate approval and sign-off for all testing documentation.

·         Execute all test cases according to the Test Plan, or explain (in Test Closure) why risk-based / priority testing was executed.

·         Transfer knowledge to MN.IT @ DHS: MNsure staff.

·         Perform other related duties, as assigned.

 

Estimated Milestones and Schedule

·         Anticipated Work Order Start Date: 9/5/2017

·         Anticipated End Date: 9/4/2018

·         The State will retain the option to extend the work orders in increments determined by the State.

 

Project Environment

The resources will interface with a variety of individuals—both on the project team and outside the project team—who may have a vested interest and can offer information pertaining to the project.

 

 

 

Project Requirements

·         All work will be done at DHS offices in Saint Paul, Minnesota, unless otherwise arranged.

·         Work must comply with the Statewide Enterprise Architecture.

·         Work must comply with the State's Enterprise Security Policy and Standards.

·         Work must comply with Statewide Project Management Methodology.

·         Work must comply with applicable industry/agency standards.

·         Resources must be able to work independently, with little or no supervision.

·         Resources must be able to drive to resolution in situations with high ambiguity and confusion.

·         Resource will report to the Vendor's Resource Manager, who will receive work direction from the State's Quality Assurance Lead/Supervisor.

·         Resources must be available for forty (40) hour work weeks, except for State holidays or other exceptions approved by DHS, and/or identified in the RFO response. Resources may occasionally be expected to work up to 50 hours per week, dependent on project volume.

 

Responsibilities Expected of the Selected Resource

·         Interview face-to-face and on-site only.

·         Work with the appropriate resources to define and write Functional and Technical Testable Requirements (Waterfall) and/or User Stories and Acceptance Criteria (Agile).

·         Work with the QA Supervisor and/or QA Lead to create the Level of Effort (LOE) estimate for all testing activities within the project.

·         Work with the State's QA Supervisor and/or QA Lead to create the Test Strategy and QA Test Plan.

·         Work with project QA Lead, Business Analysts, Developers, and/or DBA's in defining and writing detailed and reusable Functional, System Integration, and Regression test cases.

·         Assist the Performance Engineer in determining business flows to be scripted and utilized in Performance / Load testing.

·         Document all defects in the defect tracking tool in an accurate manner and within 24 hours.

·         Communicate effectively both verbally and in writing.

·         Attend the Defect Triage and Review meetings.

 

Mandatory Qualifications (pass/fail). At a minimum, a proposed resource must meet the following mandatory qualifications. Resource submissions that do not clearly demonstrate that these mandatory qualifications are met will not be considered under this RFO.

 

 

1.       B.S. or B.A. degree (4 year): Provide name of school, name of degree and graduation year

OR

Associates degree (2 year): Provide name of school, name of degree and graduation year – with five (5) years' experience as a Quality Assurance Analyst

OR

Ten (10) years' experience as a Quality Assurance Analyst.

 

2.       Five (5) engagements in a Quality Assurance Analyst role, each with a different organization and each lasting a minimum of six (6) months.

 

Desired Skills. Proposed resources that meet the Mandatory Qualifications will be evaluated on the following Desired Skills. Responder should demonstrate in its proposal the length, depth, and applicability of the proposed resource's prior experience in the Desired Skills, below.

 

·         Four year degree (Provide name of school, name of degree and graduation year)

·         Experience successfully implementing agile/scrum methodology to a QA project

·         Experience with Continuous Integration/Continuous Deployment Testing model, and experience with Jenkins or Octopus tools or similar

·         Experience with web services / API testing, including the use of tools such as SOAPUI and Junit

·         Experience writing and executing SQL query commands

·         Experience with Mainframe testing

·         Experience creating the following documentation: o     Test Strategy

o        Test Plan

o        Test Cases

o        Final Test Report

·         Experience as a Software QA Lead
