Urgent Requirement : ​Peoplesoft Project Manager : ​​​​Minnesota

Location: Minnesota

Duration: 3+ Months


Project Title: SWIFT 9.2 Upgrade – PeopleSoft Deployment Lead


Business Need


The Office of Minnesota IT Services (MN.IT) @ the Departments of Administration and Management & Budget are planning to upgrade the current PeopleSoft Enterprise Financial Management Solutions (FMS) system to version PeopleSoft 9.2. FMS is the core tool that supports the State accounting and procurement functions. The State has named this application Statewide Integrated Financial Management Tools (SWIFT).  The FMS application is currently operating in PeopleSoft version 9.1. MN.IT Services (MN.IT) @ the Department of Administration and Management & Budget recently completed a strategic planning phase for SWIFT. The resource request is to assist the State initiate the system scoping, design, and initial development activities associated with deploying this enterprise system. The initiation phase of this project is expected to be approximately 6 months in length, with extensions based on legislative funding and the results of the initiation phase.

·         Oracle Support for PeopleSoft version 9.1 ends in January of 2018.

·         The current modifications found in SWIFT far exceed those found in other organizations (both private and public) with recent upgrade experience.

·         Budget considerations due to legislative decisions could directly impact the second phase (post September 1 timeline), final deployment timing, and approach.

·         Accessibility is extremely important to the State and SWIFT must meet the WCAG 2.0 (Level AA) and Section 508 Subparts A-D accessibility standards.

·         Performance tuning of SWIFT is extremely important and must meet industry standards for an enterprise system; a focus will be put on reliability (availability vs. down time), system processing (specifically in budget checking), and timely batch processing.

·         The SWIFT system data will be used in the State of Minnesota's data warehouse and interfaces are a major component of this upgrade.


Project Milestones and Schedule

·         The State will retain the option to extend the work orders in increments determined by the State (full project is expected to last 14-24 months dependent upon funding, final scope, and team capacity/production.).


Project Environment

The Consultant will work closely with many stakeholders within the MN.IT Services@MMB and Admin organizations to analyze, document, develop, and deploy system upgrades. Systems include:

·         Current PeopleSoft version is 9.1 (FSCM 9.1 MP3 Delta)

·         Current Database (Oracle 12C)

·         Current PeopleTools (v 8.54)

·         Future PeopleSoft version 9.2 (PUM Image 22 or higher)

·         Future PeopleTools (v 8.55.13 or higher)

·         Future System will deploy FLUID

·         Future System will deploy Elasticsearch

·         Planned Migration Tool: PHIRE

·         Planned Testing/Performance Tool:  State of MN Project Management Tool/OATS


Responsibilities Expected of the Selected Vendor

·         Interview face-to-face and on-site or via Skype (face-to-face preferred).

·         Resources must be available for forty (40) hour work weeks except for State holidays or other exceptions approved by MN.IT@MMB, and/or identified in the RFO response

·         Resources may occasionally be expected to work in excess of 40 hours per week dependent on deadlines and project volume.


Position Summary


The PeopleSoft Deployment Lead will be responsible for supporting the Project Management Office, establish a comprehensive deployment estimate and plan, and potentially assist in the deployment of the SWIFT 9.2 PeopleSoft application to the State of Minnesota agencies and relevant 3rd party interfaces. The purpose of this position is to develop a deployment methodology, provide accurate time and resource estimates and plans for test moves, infrastructure activities, and final deployment of the upgraded system. The Deployment Lead will actively lead, monitor and support the PMO in deployment planning of the upgrade PeopleSoft system.  This role is expected to ensure key stakeholders are informed and engaged and ensures standard project management methodologies are used for the deployment.


The PeopleSoft Deployment Lead must have experience leading deployments for large-scale systems implementation, modernization, or ERP deployments.  The experience should be in highly matrixed organizations with a preference toward the public sector. Experience in setting up, monitoring, communicating and actively working a detailed and complex deployment plan are key elements to this position.


Roles and Responsibilities

·         Develop and maintain project deployment methodology

·         Provide planning, estimating, and strategic planning support in major deployment planning activities

·         Assist in identifying resource needs, test migration plans, infrastructure dependencies, and deployment risk matrices

·         Manage and communicate deployment methodology across the various central and agency stakeholders and any relevant third parties

·         Define, implement, and maintain project process guidance related to deployment

·         Provide technical leadership to project resources and the client to meet deployment planning and eventually deployment deadlines and objectives

·         Review project deliverables for completeness, quality, and compliance with established project standards

·         Document and communicate the status of deployment plans and deployment progress against plans, taking corrective action as necessary

·         Identify, clarify, and resolve issues and risks concerning system deployment and maintenance activities, escalating them as needed

·         Coordinate Project Team Communication

·         Consistently provide support for internal and external stakeholder communications and progress reports that effectively outline the project status, risks, issues and action plans to ensure project success as it relates to deployment

·         Ensure the project deliverables and plans are strategically aligned with business objectives and defined for the team

·         Support the development of a detailed project schedule, project tasks, and interdependencies to achieve the scope through a clearly defined project plan/work breakdown structure for deployment related activities

·         Support adherence to the approved project methodology


Mandatory Qualifications


(To be initially scored as pass/fail. Thereafter, proposals where the resource(s) meets the Mandatory Qualifications will be scored in part on the extent to which the resource(s) exceeds these mandatory minimums. See RFO Evaluation Process, below.)


·         10 years' experience serving as a deployment lead in a large-scale technology modernization efforts or ERP (large-scale is consider >$5 million or >35 Staff)

·         7 years' experience developing and/or executing deployment strategies for enterprise software upgrades

·         5 years' experience with enterprise software project management

·         Served as a Deployment Lead for at least 1 Public Sector (i.e., Federal, State, County, City, Municipality) or Higher Education system deployment in the last 5 years

·         Ability to work on-site 5 days per week


Desired Skills

·         Experience with PeopleSoft Financial Management Solutions (FMS) and Supply Chain Management (SCM) applications

·         Experience working on large projects with teams exceeding 50 staff

·         Experience managing software vendors

·         Experience managing test and production moves

·         Experience with all phases of an SDLC methodology (including design, build, test, deploy and stabilization phases)
